Governing bodies
What are they
They are bodies in charge of taking the internal affairs of the School beyond academics and of directing its lines of action. All these organs collaborate to elaborate the budgeting, elect the Director of the School, battle with those issues related to teaching, approve timetables, create new governing bodies, etc.
Which are they?
The organs are quite diverse. Each School or Faculty can form those it deems necessary for its running. Today, at the School of Computing Engineering, the governing bodies are:
School Board
It is the maximum organ of the School, in charge of its governance and all its internal affairs. Due to its size, it would be inoperative for it to hold a meeting for each matter, which is why many of its tasks are delegated to commissions that are created for such purpose within this organ.

The composition of the School Board is laid down in article 66 of the Bylaws of the University of Oviedo:
Article 66.—The School or Faculty Board: Nature and composition.
- The School or Faculty Board is its corporate governing body and it represents the university community it is integrated by.
- The School or Faculty Board will have the following composition:
- The Dean or Director, who will chair it, the Vice Deans or Deputy Directors, the Secretary and the administration and services officer, in charge of the administrative management of the School, as well as the Department Directors with teaching responsibilities at the Faculty or School. None of the aforementioned will count for the purposes of the percentage-based distribution established in this article.
- The professors with permanent connection to the University who teach at the School.
- Fourteen percent chosen by and amongo the rest of the teaching and research staff who teach at the School.
- Thirty percent chosen by and among the students of the official courses taught at the School.
- Five percent chosen by and among the administration and services staff.
For the purposes of sections b) and c) above, the teaching and research staff must teach a complete subject or most of the credits of their class loads in courses offered by the School.
The total number of professors with a permanent connection to the University who are part of the School or Faculty Board will constitute 51 percent of the same.
The functions of the School Board are laid down in article 68 of the Bylaws of the University of Oviedo:

Within the competence of the Plenary of the School or Faculty Board are:
- The election and revocation of the Dean or Director.
- The approval of the general lines of action of the Faculty or School.
- The monitoring of the management by the School's corporate or individual bodies.
- The approval of the syllabus proposals.
- The approval of the project for the School's Internal Regulations.
- Any other areas of responsibility attributed to the Plenary by the current Bylaws and their implementing regulations.

Teaching Commission
A School organ responsible for managing all teaching affairs, such as student/teacher complaints, exam calendars, timetables, etc.
It has also taken on the End-of-Degree Project Commission's competence described in the End-of Degree Project regulations.
Regulatory framework (+)
The Teaching Commission is regulated by article 17 of the School's Internal Regulations:
- The Teaching Commission assists the School Board in matters connected to teaching.
- The functioning of the Teaching Commission will be governed by what these Regulations determine, in accordance with the rules contained in the Framework Regulation for Faculties and Schools and by what the Bylaws of the University of Oviedo determine about rules regarding the functioning of the corporate bodies.
- The Teaching Commission will consist of:
- The Director, who chairs it, the Deputy Directors and the Secretary of the School, acting in that capacity.
- From 1 to 5 representatives of the professors per each Department that teaches at the School, elected by and among the professors of each Department who are members of the School Board. The number of representatives of each Department will depend on the percentage of credits the subjects each Department has been assigned represent in the syllabus or syllabuses taught at the School, as against the total number of credits of the syllabus or syllabuses taught at the School, as follows:
- One representative if the percentage of credits of the Department's subject as against the total of credits is lower than 10%.
- Two representatives if the percentage of credits of the Department's subject as against the total number of credits is greater than or equal to 10% and lower than 50%.
- Five representatives if the percentage of credits of the Department's subjects as against the total number of credits is greater than or equal to 50%.
- A number of students equal to 30% of the number of components of the Commission, elected among and by the students belonging to the School Board.
- The administration and services officer responsible for the administrative management of the School.

Governance Committee
This committee is in charge of all issues relating to the internal organization of the School of Computing Engineering. Among its functions are writing the Internal Regulations, approving the budgets, etc.

The Governance Committee is regulated by articles 69 and 70 of the bylaws of the University of Oviedo.
Article 69.—Composition of the Governance Committee.
The Governance Committee will consist of:
- The Dean or Director, the Vice Deans or Deputy Directors, the Secretary of the Faculty or School and the administration and services officer responsible for the administrative management of the School.
- The Directors of the Departments that teach core, compulsory or assimilated subjects within the syllabuses of the courses taught at the School.
- Six professors elected by and among the teaching and research staff, with a permanent connection to the University, belonging to the School Board.
- Two professors elected by and among the rest of the teaching and research staff belonging to the School Board.
- Six students elected by and among the students belonging to the School Board.
- A representative of the administration and services staff elected by and among the members of the School Board.
The Governance Committee of the Faculty or School will be chaired by the Dean or Director and, if absent, by the Vice Dean or Deputy Director who deputises for him/her.
Article 70.—Area of responsibility of Governance Committee.
The Governance Committee of the Faculty or School is responsible for:
- Programming, within its competence, the development of the academic year and specifically the annual teaching organization plan.
- Coordinating the teaching activities of the Departments as regards the Faculty or School.
- Submitting to the School or Faculty Board the syllabus modification proposals.
- Elaborating and approving the economic and staffing needs plan of the Faculty or School.
- Elaborating the draft of the School's Internal Regulations.
- Any other competence attributed to the School or Faculty Board and not expressly assigned to the Plenary, as well as those delegated by the latter.

Evaluation by Compensation Commission
It is tasked with receiving the requests for passes by compensation, studying them and making a decision.
Regulatory framework (+)
This commission is regulated by article 6 of the Evaluation by Compensation Regulations, approved by the Governing Board of the University of Oviedo on 28 May, 2009 and published in BOPA n. 151 dd 1-7-2009.
Article 6.—Evaluation of Compensation Commission
The Evaluation by Compensation Commission's aim is to verify the compliance with the conditions established in these Regulations when positively evaluating a subject.
An Evaluation by Compensation Commission will be established at each Faculty. The Commission members' term of office will be four years for the teaching and research staff and for the administration and services staff, and two years for the students.
The Evaluation by Compensation Commission will be formed by:
- President: the Dean or School Director, or Vice Dean or Deputy Director to whom they may delegate.
- Secretary: the School Secretary.
- Four board members: professors from different Departments teaching core, basic or compulsory subjects in courses offered by the School. In case there were less than four different Departments involved in the course, those teaching more credits could have up to two representatives. The members will be chosen by drawing lots among the professors belonging to the School Board.
- A member of the Administration and Services Staff, who will be chosen by drawing lots among those belonging to the School Board.
- A student, who will be elected by suffrage by and among the student members of the School Board.

Schedule (+)
The Evaluation by Compensation Commission acts as per the time schedule published for each academic year by the Vice-rectorate for Students.
Usually, for every examination session (November, January, June, July) there is a period when the Evaluation by Compensation can be requested. For further information, please see Frequent Formalities (linked).
Quality Commission
This Commission is implementing an agreement reached by the Governing Council in 2010. Nevertheless, prior to its implementation at the University at a general level, there had already existed, since 2005, an equivalent commission at the School, which was, in turn, heir to the Syllabus Monitoring and Quality of Implementation Committee. Our history shows that Quality in teaching has always been a focal point at this School.

This commission is regulated by the "Agreement on the composition and functions of the quality commissions at the University of Oviedo", approved by the Governing Council on 28-5-2010:
Composition
In each Faculty or School teaching Degree or Master's Degree courses, a single Quality Commission will be created, which, chaired by the Dean or Director, will be formed by the following members:
- The Dean/Director or person to whom they may delegate.
- Coordinator of the Master's Degree program or person to whom s/he may delegate.
- One professor per each Degree taught at the School.
- One student representative per each Degree.
- One member of the administration and services staff, who will act as the Secretary.
- One member or external agent, at least, from a company, entity or agency where students can do work placements.
- One Professional Associations Board member.
- The person responsible for the Technical Quality Unit or a member to whom s/he may delegate.
This composition in our School has been modified increasing the number of professors present, with a view to making it more representative.

Credit Recognition Technical Commission
It is in charge of receiving the requests for the recognition of credits from other courses in order to study their potential adaptation to the subjects taught at the School.
Regulatory framework (+)
This commission is regulated by the Credit Recognition/Transfer and Adaptation Regulations published on the BOPA dd 2-1-2009.
It will be composed of:
- Chairman: The Dean/Director or member of the management team to whom they may expressly delegate.
- Secretary: The School Administrator or the Head of Section of Campus Students, where relevant, who will act with voice but no vote.
- Three members: Tenured professors or with indefinite-term contracts belonging to different Areas of Knowledge. The members will belong to at least two different departments teaching basic and compulsory subjects of the Degrees offered by the Faculty or School, except when a single Department teaches all the basic or compulsory subjects of the Degrees offered by the Faculty or School. The members will be elected by suffrage by and among the professors belonging to the School Board.
- One member: A student, enrolled in Degree or Master's Degree studies taught at the School, a member of the School Board who will act with voice but no vote. The member will be elected by suffrage by and among the student members of the School Board.

The period for submission of applications and the maximum decision period is usually established by the Vice-rectorate for Students for each academic year. There are normally two periods:
- At the beginning of the year, for academic recognition.
- In the middle of the second semester, for recognition of extra-academic activities.

International Commission
This commission tries to mediate between all the parties involved in an international student exchange agreement, as well as reach new agreements.

The regulation and functions of the Internationalization Committee are set out in Article 11 of the University of Oviedo Regulations on the international mobility of students, approved by Agreement dd 21 July, 2011, of the Governing Board of the University of Oviedo, and published In the BOPA dd 25/8/2011.
Article 11.—The School's International Commission
Each Faculty or School of the UO will establish an International Commission, formed by the Dean or Director (who will chair it), the International Coordinator, the person in charge of the Faculty/School's International Administrative Unit (who will act as the secretary), one student enrolled in Degree or Master's Degree studies taught at the Faculty/School, one Professor Responsible for the Bilateral Agreements for each official course, and one representative of the International Placement Tutors.
- The professors will be elected by and among the Professors Responsible for the Bilateral Agreement of each course offered by the Faculty/School.
- The student belonging to the Commission will be a member of the School Board and will be elected by and among the student members of the School Board.
- The Commission members' term of office will be four academic years, except for the student member's term of office, which will be two academic years, and they may be re-elected only once.
- This Commission will establish the minimal academic record, language grades or other criteria required by the partner universities, within the framework of the calls for international mobility processed by the Vice-rectorate for Internationalization and Development Cooperation.
- In case of leaves of the Professors in charge, the Commission will assign new Professors in charge of the Bilateral Agreements.
- The Commission will participate in the selection process, in plenary or in subcommissions, and in the approval of the Grades Certificates, where relevant, and it will also inform of the claims made.
